Culture Counts in Communities: A Framework for Measurement (2002)

Authored by Maria Rosario Jackson (senior advisor to the arts and culture program at the Kresge Foundation and professor at Arizona State University’s Herberger Institute for Design and College of Public Service and Community Solutions) and Joaquin Herranz(professor at the Evans School of Public Policy and Governance at the University of Washington), this report presented the guiding principles and conceptual framework developed by, and underlying the work of, the Urban Institute’s Arts and Culture Indicators in Community Building Project (ACIP). The report also reviewed the state of data and research on integrating arts, culture, and creativity into quality of life measures and suggests prospects for future developments. It was the first in a series of publications of the Institute’s Culture, Creativity, and Communities program.
